Phones were ringing off the hook in the Detectives Division at the Rome Police Department on Friday when an alarming number of livid parents called reporting that they believe their children may have been abused at Children’s Dentistry of Rome in the past.

The barrage came after The Rome News-Tribune reported the opening of a criminal investigation into the dentist office located at 204 Redmond Road on Thursday.

Federal agents and Rome Police Department officials executed a search warrant on Thursday morning following complaints of improper use of restraints and improper or unnecessary performance of dental work on children.

Now, scores of parents are coming out of the woodwork with stories similar to those previously reported.

“I’ve been receiving a tremendous amount of calls from people who realized something happened or realize something may have happened (to their children) and didn’t know at the time,” said Det. Joe Costolnick.

But Costolnick said that while each and every report of alleged abuse is pertinent to the investigation, he said he doesn’t have the capability to listen to every account and conduct the investigation at the same time.

“We do want to hear the stories, but we are heavily bombarded right now,” he said, asking that locals have patience while the police department conducts the investigation.

Rather than calling with incident reports, Costol­nick asks that parents download a form off the Rome News-Tribune website, fill it out and bring it to the Detectives Division located on the third floor of the Rome Police Department at 5 Government Plaza.

“If they could help us out by completing the form and returning it, that would be a more convenient way to get information in a timely manner,” he said.

No arrests have been made yet, but Costolnick said MCG Management Inc., doing business as Children’s Dentistry of Rome, is under criminal investigation.

The search warrant affidavit issued by the city of Rome listed more than 300 patients with Medicaid whose records are being thoroughly investigated.

The affidavit lists 11 reports of excessive dentistry work performed on 14 children that resulted in serious medical problems and trauma. Reports recounted that children left the office traumatized, scratched and bruised. The cases report children being tied down on papoose boards for unnecessary dental work.

When asked if he had an estimate as to how many children had possibly been affected, Costolnick sighed.

“I don’t know, I honestly can’t tell you,” he said. “A lot. A lot.”

Kelly Alford said her 10-year-old son’s mouth bled profusely for longer than 24 hours after he had four teeth unnecessarily pulled at Children’s Dentistry of Rome three years ago.

Her younger son, who was 9 at that time, was tied down as a dentist and dental hygienists pulled one of his teeth, she said. He fought them off and became so upset they abandoned further dentistry work on him, but moved on to his older brother.

“We went in for the average checkup,” she said. “They came out crying, and still to this day, they are terrified to go to the dentist. We went to the Emergency Room because his mouth was pouring blood.”

She said the dentist who pulled her son’s teeth refused to come to the hospital at the doctor’s request. A local dental surgeon had to stop the bleeding the next day. Now her children are so traumatized by the thought of dental work that her younger son had to be prescribed Valium so he would remain calm at his new dentist, she said.

Federal agents and Rome Police Department officials executed a search warrant on Thursday morning at Children’s Dentistry of Rome, 204 Redmond Road, following complaints of improper use of restraints and improper or unnecessary performance of dental work on children.

The office's Facebook page lists Maheshvar Patel as a doctor of dental surgery and David Shim as a doctor of dental medicine, as well as Christy McStotts and Robin Guice as dental hygienists.

Agents with the Department of Health and Human Services Office of the Inspector General and Rome Police Department investigators swarmed the dentist office early Thursday morning, seizing several crates and boxes packed with records. The agents were at the dental office early Thursday morning and did not leave until just after 2 p.m.

The purpose of the search was to obtain records that are “pertinent to an ongoing criminal investigation,” said Lt. Gary Clayton of the RPD Criminal Investigations Division.

Detective Joe Costolnick with the RPD said the entire business entity, MCG Management Inc., is under criminal investigation but no arrests have been made.

An ongoing investigation

The search warrant affidavit filed in Floyd County Superior Court lists more than 300 patients with Medicaid whose records are being thoroughly investigated.

According to the affidavit:

The investigation into Children’s Dentistry began in May of 2011 when Costolnick received a complaint from the mother of a 3-year-old girl who had allegedly received injuries during dental treatment. The child was tied down and had a mark on her neck that appeared to be a pinch mark. The woman said her daughter suffered extreme mental anguish during the visit to the dentist and urinated on herself, but the child was completely potty-trained.

It was then Costolnick discovered that several police reports had been filed alleging other incidents that date back to 2008.

Other reports recounted that children left the office traumatized, scratched and bruised. One child had marks on her wrists. In one account, a mother asked about the marks, and the office manager told her that McStotts and Guice had held her children down to finish X-rays.

The affidavit lists 11 reports of excessive dentistry work performed on 14 children that resulted in serious medical problems and trauma. The cases report children being tied down on papoose boards for unnecessary dental work.

In April of 2011, a 13-month-old girl was seen at Children’s Dentistry of Rome and received 12 fillings on eight teeth by Patel. Only 10 months later, the child received nine pulpotomies and stainless steel crowns, and eight fillings in five teeth. The same day, she suffered from a torn frenulum that was lying across her teeth. She was sent home without any pain medications or antibiotics.

The toddler was in extreme pain and wouldn’t eat. Her parents took her to the emergency room where the doctor told them she suffered from lacerated and infected gums. Her grandmother called the dentist office the next day, but they refused to accept responsibility, stating they had done everything correctly.

Less than a week later the child was seen by another doctor, Ferdinand Padilla, who discovered that her teeth had excessive cement on her gums, causing irritation, and that the crowns on her four front teeth had been improperly applied. Padilla had to pull her four front teeth and said that the excessive dental work done at Children’s Dentistry should have been done under general anesthesia at a hospital. In his opinion, the only reason they would have done it at the office on Redmond Road was because they do not have privileges at the hospital. Padilla said the child was extremely traumatized mentally and experienced physical pain.

In December of 2011 a 2-year-old female was taken to Children’s Dentistry for a check up, but Patel told her mother she needed 11 crowns and could do the procedures the next day, a Sunday.

That Sunday the child’s mother said she did not see or speak to the dentist while there, but according to the records, the child had 11 crowns applied in one hour.

The mother said they did not put her daughter to sleep during the procedure, but used nitrous oxide (laughing gas) and a numbing agent. The mother said her daughter screamed and cried so much that she went outside and sat in the car so she wouldn’t have to hear, but the dentist office was then locked so she couldn’t go back inside.

Following the procedure, the child could not eat and was running a fever constantly. Her mother called the dentist many times, and McStotts just advised her to give her child Tylenol or Motrin.

A week later the child’s face was so swollen her left eye was shut. Her mother took her to the ER and was told that if she hadn’t brought her daughter when she had, her face would have “popped open.” She was so infected and dehydrated she was admitted to the hospital for three days.

She was taken to Padilla, who had to pull several teeth and remove excess cement from the child’s gums.

Several of the reports indicated that follow-up appointments with other dentists revealed that most of the dental work was unnecessary. In one incident, a child supposedly received a pulpotomy from Patel, but the dentist found the nerves still present, indicating the procedure had never been done.

“I have probable cause to believe that Dr. Maheshvar Patel has violated O.C.G.A. Title 16, Section 16-5-70, Cruelty to Children,” Costolnick wrote in the affidavit. “I also have probable cause to believe that Christy McStotts, Robin Guice and Denise Carver, the owners of Children’s Dentistry of Rome, also violated O.C.G.A. Title 16, Section 16-5-70, Cruelty to Children. Further­more, I have probable cause to believe that they have also violated O.C.G.A. 49-4-146.1 when thay accepted payment to which they were not entitled to.”

Seizure of documents

All Explanation of Benefits forms, invoices, letters to patients explaining their bills, letters from patients inquiring about bills for their care, and any related documents were sought Thursday, the affidavit reported.

Contracts between providers and MCG Management, Inc., doing business as Children’s Dentistry of Rome, were sought along with computer information regarding Medicaid billing and medical records.

Donald White, a spokesman for the Department of Health and Human Services Office of the Inspector General, said it is their mission to make efficient use of federal taxpayer’s funds by eliminating as much as possible waste, fraud and abuse regarding Medicare and Medicaid.

Certifications questioned

Jim Shealy, a dentist at Children’s Dental Center P.C. in Rome stressed that his practice is in no way affiliated with Children’s Dentistry of Rome. A dental specialist, Shealy has been practicing for 15 years in Cartersville and recently opened his Rome office located at 15 Riverbend Drive.

He said that he, along with all the other dentists in his practice, are certified pediatric dentists, which means that after they graduated from dental school they attended school for two additional years to receive specialist degrees in pediatric dentistry.

He said the dentists at Children’s Dentistry of Rome are not specialists, which means they received a more general education in dentistry.

Dental specialists, Shealy said, are carefully trained on how to manage children appropriately and safely.

“There are a variety of behavior techniques we use,” he said. “That’s everything from the paintings on the wall in a friendly environment to an occasional hand-holding if necessary with parent permission.”

He said it is pertinent in his pediatric dentistry that parents are aware of what’s going on.

“If you’re in a dental office, you should always have access to your child,” Shealy said. “We do ask the parents that the children come back by themselves so we can establish communication. But in our offices, parents are always welcome to see where their child is… if they desire, they should be able to see their children.”

In cases where extreme dental work is necessary, children are sometimes restrained, but that is for the safety of the children and usually isn’t a barbaric practice.

“There are times when we’re rendering care that restraints are necessary,” he said. “But in our training as pediatric dentists, we’re trained to use those things appropriately to manage a child’s behavior to safely render treatment.”

There are firm guidelines by the Academy of Pediatric Dentistry that specialists like Shealy must follow, he said. In some cases with very young children who need extreme dental work, he said it’s humane to take them to the hospital where general anesthesia can be administered.

Many people are now coming forth with similar stories about Children’s Dentistry of Rome, and Alford said she wished all the other children who have been harmed could have been spared.

“I just wish something could have been done before now, that way, other children wouldn’t have been tormented,” she said. “It breaks my heart. And it puts real pediatric dentists down. Dentists like this, they’re just trying to make money.”

She said she believed Children’s Dentistry of Rome targets families who have Medicaid for financial gain.

“I feel like, the more teeth they pulled, the more money would be made. I just hope they get what’s coming to them.”

This story is very disturbing. The children are not supposed to be scared or terrified of dentists. The dentists at the office are being cruel for their own financial gain. I personally tell you this, last month when I was hunting for the dentist to have my son to be seen by. That day I spotted the sign said that they accept AmeriGroup so I wrote down the office telephone number, all of sudden I had the disturbing feeling about the place. The place gave off bad vibes so I threw the number in trash and continue to hunt for one. I never knew about this story until my friend mentioned it to us two days ago. I was in greatly shock!! World have gone evil and became too cruel toward children. My friend and I have been discussing about children being target to be suffered. The children who undergone the traumatized from that office have my heart. Bless their hearts!

my daughter went there about 3 years ago now she cries because they bruised her face and the lady that cleaned her4 teeth told her to quiet being a cry baby and wanted me to bring her back to have her babby teeth removed the dr said she should had already lost her baby teeth but they wasnt loose now till this day when i tell her shes got too go have her teeth cleaned she cries and begs for me not too take her because they were really mean to her my 15 year old said they were mean to her sister!

My oldest daughter went for the first I've in2009 my baby brother and sister also had an appoint the same day I took them at this time my daughter was my first child they called my daughter back and my brother n sister I proceeded to walk back there with them the lady said o no u can't come back I begged her to allow me to she refused and said that the children don't cry as bad when they don't see mommy so I agreed they brought my daughter out first she was historical she was one at the time I never seen my daughter so upset her face was blood red n she was crying so loud I took her outside so she could catch her breath fifteen minutes later my brother n sis came out we all got in the car I looked at my brothers said baby r u in pain he said yea but that's not what's wrong I said well what is it baby he said I don't want to tell u cus I don't want u to go to jail I said baby y would I go to jail he then proceeds to tell me they strapped my daughter down covered her mouth with their hand and said shut up then the other lady assisting the lady who was holding her hand over her mouth slapped my daughters hand twice and that's just what he witnessed.I then turned the car off told the kids to stay there and went in in a rage I told all their staff what my brother said n her response was o he's probably just mad at me we don't mistress kids here he's just mad cus I had to give him shots I said has my brother wouldn't lie ab that and I shoved her in rage she said maam. u need to leave n calm down we didn't mistress ur baby I said f u n left my sis cooperated my bro story screened numb meds woar off I should have called the police then but I shoved the lady and was scared I would go to jail and June 2012 by this time I had two daughters I called every child dentist n Rome and nobody was accepting new patients at the time so I was forced to bring them their by this time my daughter was three n didn't remember her last visit I told her tell mommy if they r mean to u or sissy they went back n came out screaming I said were they mean to ya'll she said yea n the lady handed her Dora stickers n said we weren't mean to u don't lie to your mama I said don't call my daughter a liar n my daughter said no mom she gave me Dora stickers that means she's sorry for being mean then the lady told me she had to have caps on her two teeth I said yea that's fine but after that my kids will not return back here n I don't even believe she needed the caps I hope they all get arrested I want to sue them for what they have done!!!!!!

aubri it's bad enough that you let them tell you that you couldn't go back with your child and found out that they abused her. But you sent that baby right back to the same abusers a second time. I find it hard to believe that you parents didn't know that babies don't need the kind of extensive dental work that they recommended and that it didn't occur to you that they might just be doing it for the medicaid money. Even so, I can see a young mother trusting these people one time. But to go back and have your child abused again. It is unthinkable.

13 million..... lots of snaggled tooth toddlers in Northwest Georgia for that kind of bank! I don't think that many kids had that many cavities if you gave them sorghum syrup to brush their teeth with after they drank Mtn. Dew. There is definately a red flag when you pull that many teeth out! Caps and crowns on baby teeth too? Kids got a lot of shine on their grills! You will know who lives in this area by how shiny their teeth are!

I CANNOT stop reading this article! WHAT were parents thinking who took their children there more than once when their child/children had experienced such trauma? I can tell you that neither of my children would have gone back to see ANY doctor without me being present and the minute one of them came out crying or bruised, I would have contacted the local authorities AT THE VERY LEAST! I just don't get it! Medicaid or private insurance, my kids would not have gone there after only ONE incident. Did any parents contact their insurance company and let them know how they were treated and how much unnecessary dental work was performed on very small children. I'm no rocket scientist but it would be a cold day in .... before anyone put crowns or pulled baby teeth from my toddler. This BLOWS my mind! I do feel terrible for the children involved but I also believe the parents should have stood up more before now to bring this situation to light. I hope justice is served but these kids will be scarred for life. Praying for them!

I took my then 2 year old here for his first cleaning years ago and never went back. Nothing happened-he was not hurt, improperly restrained, etc.; however, the vibe I got from the staff and the place in general was enough for me.

I am 16 years old an I went to this dentist about 2 years ago had maybe 2 to 3 cavities .But when we switched to the Children's Dentistry of Rome the first check up I had they said I needed 6 cavities filled and 3 crowns . My mom couldn't believe it. When I went to get the cavities filled they did not hold me down , but they did give me 3-4 shots in several places making my face numb for the rest of that day . So when I got home I couldn't feel anything and bit a hole the size of a nickel almost all the way through my lip. My mom had noticed the bleeding and took me to the Emergency Room . They had said that if i bit once more you could see through my bottom lip . They said since they gave me so much numbing medicine that i couldn't feel what was going on. Now I have a scare on the inside of my lip. We couldn't find anyone to take our medicaid at the time so we stayed . The longer we went there the more fillings and crowns my sisters and I got . So when they messed up mine and my sisters front teeth my youngest sister and I switched to a different dentist office in Calhoun. The middle sister stayed because she was scared of switching thinking that others would hurt her . She is now 15 and about 10 months ago she went for a cleaning and that her front tooth is now turning black were they have worked on it so much. She also said they cleaned her mouth to where her gums was bleeding non stop . THEY NEED TO BE SHUT DOWN FOR ALL THE PROBLEMS THEY HAVE CAUSED EVERYONE..

Brilliant, RN-T! Your inferred derogatory usage of this hackneyed cliche is shameful. These "scores of parents" have legitimate complaints, and until now probably did not know whom to contact. One would think that as a writer, you'd be a bit more tactful and intelligent in your characterization of affected parents.

I have been to that dentist for over 6 years and never had a cavity ,well last year the people there said i have four cavities i didn't i went to a different dentist with my grandmother and he said i have no cavities that i dint need a filling. I went for a cleaning and they strapped my legs,thys,arms,stomach, neck,and head down that hurt like crazy .I was screaming bloody murder they never unstrapped me .I asked why they did that they said it was their policy. They had never done that before . We came back the next day and they filled my teeth i was in so much pain they stuck a lot of needles in my mouth my face was so numb it was hanging! They said it would go away in about a hour but the numbness didn't go away . When i got out after my appointment i had marks on my arms neck and head from how hard they strapped me down! SOMETHING NEEDS TO BE DONE!

The investigation has been going on since 2011, that should tell the one person that thinks it "all of the sudden "became a witch hunt that it has some hint of legitimacy to it. If you take the restaint detail out of the charges, there is still the FACT that toddlers were having 9 or 10 cavities drilled, teeth were pulled WITHOUT parental consent, crowns were applied to baby teeth that fall out! I don't see a 1 year old having that bad of decay in their mouth that you needed to pull( or rip out of their little heads) what probably added up to every single tooth they had in their mouths. That willbe in the records that authorities took, these are FACTs in the investigation . The parents then took their child to other Doctor offices and ER departments where these incidents were recorded and reported to police. THEN they ripped off the feds, bad bad for them. Jail time for those owners!

I will tell you why all the people are coming out of the woodwork.........I tried and tried, made calls to so many people trying to get something done after my nephew had 6 teeth pulled when I sent him back to have 1 pulled, I could hear him screaming to the top of his lungs they would not let me go back!! When he came out he had busted vessels and tears all in his eyes and cuts on his lips as well as a mouth that would not quit bleeding. I took him to my dentist so that he could check him out I was so worried!! No one would help me find out what to do about this, that is why parents are coming out!!!! It is time these people pay for traumatizing all of these children!! That is just WRONG!! SHUT THE PLACE DOWN AND PROSECUTE!!!!

One reason that the complaints are suddenly exploding out of the woodwork is that people likely didn't know where to turn. There's no BBB in Rome, who would think to contact Chattanooga? And parents might have tried and failed to find out how to contact the dental licensing board. I think that most people would have felt horribly frustrated and helpless.

It would be interesting to know how much income Rome area doctor's recieve from Medicaid/public assistance programs. How much of FMC's income comes from Medicaid? How many kids having ENT surgery in one year are on private insurance versus public assistance? Children’s Dentistry of Rome might be an extreme case or more likely just did less than mediocre work and got called out onto the carpet as the saying goes.

There are not many dentists in the Rome area that accept Medicaid. That is the main reason this office was used so much.

No, I was trying to point out how much of the medical business in Rome Medicaid accounts for and if CDR was actually statically higher than the rest. Obviouly their attitude toward patients and quality of work has been questioned or they would not be an article about them.

Second article gave more info and examples. If you figure 250 operating days a year then they would have done $12,863 of medicaid dental work a day in 2009.

@ElUno, apparently YOUR COWORKERS wanted some "government" assistance too...THEY charged for work not performed! Seems to me, they wanted to LIVE off the government assistance that you claim should be used to help someone get on their feet too! Right??!!!!!

LOL, who wants to bet ElUno works for this place? There have been no arrests YET. Additionally, it is my understanding that this "dentist" accepts more than just medicaid or PeachCare and that not all complaints filed have been made by those parents. Also - one complaint may have been made to the BBB, but how about the Board of Dentistry? DCFS? Medicaid and PeachCare fraud departments?

Or maybe ElUno is saying these children deserve to be hurt because their parents use government assistance?

Are you a huge fan of Penn State as well, ElUno?

I think this ElUno works for this place for sure because they have made comments since this article was posted. They can't be working can they? They have shut them down! They have nothing else to do except check and see how much damage is done and what people are saying and trying to defend something that there is NO defense of. Like daisy01 stated: BBB has nothing to do with it, but EOB's do. They do not lie.

Another fact: Usually the doctors and dentist in Rome stick together but not in this case...that speaks volumes!
